List of malfunctions and conditions under which the operation of vehicles is prohibited

Extract from Application to «Basic provisions on the admission of vehicles to operation and the duties of officials to ensure road safety».

1. Brake systems.

1.1. During road tests, the following standards for the braking efficiency of the service brake system are not observed:



1.2. Tests are carried out on a horizontal section of the road with a smooth, dry, clean cement or asphalt concrete surface at a speed of 40 km/h at the beginning of braking - for cars. Vehicles are tested in running order with the driver by a single impact on the control of the service brake system.

1.3. The efficiency of the service brake system of vehicles can also be assessed by other indicators in accordance with GOST 25478–91.

1.4. The tightness of the hydraulic brake drive is broken.

1.5. The parking brake system does not ensure the stationary state of cars <...> in running order - on a slope of up to 23% inclusive.

2. Steering.

2.1. The total play in the steering for cars exceeds 10°.

2.2. There are movements of parts and assemblies not provided for by the design; threaded connections are not tightened or not secured in the prescribed manner.


3. External lighting fixtures.

3.1. The number, type, color, location and mode of operation of external lighting devices do not meet the requirements of the vehicle design.

3.2. Headlight adjustment does not meet the requirements of GOST 25478–91.

3.3. Do not work in the set mode or external lighting devices and retroreflectors are dirty.

3.4. There are no diffusers on the lighting devices or diffusers and lamps are used that do not correspond to the type of this lighting device.

3.5. Lighting devices with red lights or red reflectors are installed at the front of the vehicle, and white at the rear, except for reversing lights and registration plate lighting, retroreflective registration, distinctive and identification marks.

4. Windshield wipers and windshield washers.

4.1. Windshield wipers do not work in the set mode.

4.2. Windshield washers provided for by the design of the vehicle do not work.

5. Wheels and tires.

5.1. Passenger car tires have a residual tread height of less than 1.6 mm <...>

Note. For trailers, the standards for the residual height of the tire tread pattern are established, similar to the standards for tires of vehicles - tractors.

5.2. Tires have local damage (breaks, cuts, breaks), exposing the cord, as well as carcass delamination, tread and sidewall delamination.

5.3. Nut missing (bolt) fasteners or there are cracks in the disk and wheel rims.

5.4. Tires do not match the vehicle model in terms of size or load capacity.

5.5. On one axle <...> diagonal tires are installed together with radial tires or tires with different types of tread pattern <...>


6. Engine.

6.1. The content of harmful substances in the exhaust gases and their opacity exceed the values established by GOST 17.2.2.03–87 and GOST 21393–75.

6.2. The tightness of the power supply system is broken.

6.3. The system of release of the fulfilled gases is faulty.

7. Other structural elements.

7.1. There are no rear-view mirrors and glass provided by the design of the vehicle.

7.2. Sound signal does not work.

7.3. Additional items have been installed or coatings have been applied that restrict visibility from the driver's seat, worsen the transparency of the windows, and entail a risk of injury to road users.

Note. Transparent colored films can be attached to the top of the windshield of vehicles. It is allowed to use tinted glass of industrial production.

7.4. The locks of the body doors, <...> plugs of the fuel tank, the mechanism for adjusting the position of the driver's seat, the speedometer, anti-theft devices, glass heating and blowing devices do not work.

7.5. There are no <...> mudguards and splash guards.

7.6. Faulty towing <...> device of the tractor and trailer, their safety cables are faulty (chains).

7.7. There are no <...> a first-aid kit, a fire extinguisher, an emergency stop sign <...>

7.8. On vehicles that do not belong to operational and special services, flashing beacons, sound signals with alternating tones and color schemes provided for by GOST R 50574–93 are used.

7.9. There are no seat belts if their installation is provided for by the design of the vehicle.


7.10. The seat belts are inoperable or have visible tears in the webbing.

7.11. The registration plate of the vehicle does not meet the requirements of the standard.

7.14. There are no additional elements of brake systems, steering and other components and assemblies provided for by the design or installed without agreement with the vehicle manufacturer or other authorized organization, the requirements for which are regulated by this List.
