Note. When you apply for a mandatory third party liability insurance policy at an insurance agency, you will be issued a sticker of the established form, which must be fixed on the windshield in the same way as the coupon issued after passing the state technical inspection.
In the car, you must have a fire extinguisher with an unexpired expiration date, a first-aid kit of a new standard (which must be confirmed by a special certificate obtained when buying a first aid kit) and an emergency stop sign.
According to the Decree of the Government of the Russian Federation «On the procedure for conducting a state technical inspection of vehicles registered with the State Inspectorate for Road Safety of the Ministry of Internal Affairs of the Russian Federation» dated July 31, 1998 No. 880 in the Russian Federation, instrumental control of vehicles is gradually introduced. So far, it has been introduced only in Moscow for cars older than 5 years.
Instrumental control includes reconciliation of numbers (in order to determine their authenticity and compliance with this particular car). It differs from the usual technical inspection in a more rigorous bench control of the state of the working and parking brake systems, steering, CO and CH levels in the exhaust gases of the engine, as well as checking the condition of the exhaust system, wheels, wipers, sound signals and external lighting devices. An external inspection of the car is also carried out. If the inspection is not passed the first time, then it is repeated free of charge within 20 days.
In order to more accurately determine the real technical condition of the car before instrumental control, it is best to undergo diagnostics at a special station. This will determine the status and need for repair of a particular node. Particular attention should be paid to the brake (both working and parking) system and control system of the car, as well as to adjust the injection system, the state of the ignition system, check and adjust the environmental parameters of the car: CO and CH emissions. To adjust the latter, special equipment is needed, which is available only at service stations or at special environmental control points. Attention should also be paid to the tightness of all gas lines and the fuel tank cap.
In addition, during the technical inspection, the brakes of all wheels are especially carefully controlled for deceleration (specific braking force not less than 64%) and uneven operation (the spread between the wheels of one axle is not more than 9%). Control is carried out on running drums, so the brakes must be carefully adjusted before inspection. The parking brake must hold the car on a slope of at least 23% without taking into account the uneven action on the wheels of the rear axle.
Note. Even if you have replaced the brake linings and pads, do not rush to go to the inspection right away, as the brakes should run in (for 250–300 km of run).
If the braking force remains uneven, try rubbing the brake disc a little with sandpaper to remove large nicks from it. Please note that uneven braking is also affected by the difference in tire pressure, insufficient tire pressure (also the tires should not be overinflated, as this also reduces the effectiveness of the brakes). GOST retains the possibility of a visual inspection of the brake system by an inspector. With this check, the car should brake to a complete stop without losing a straight-line trajectory.
Steering must not have excessive play (no more than 5°deviation of the upper part of the steering wheel from the nominal position), for which you need to check the condition of the tie rod ends and the steering mechanism. You can independently determine the presence of excess play. To do this, standing next to the car, located on a horizontal platform, turn the steering wheel slightly from side to side, while resting your toe against the sidewall of the front wheel. If the steering wheel deflection angle is greater, and the front wheel has not yet begun to turn, then the play is excessive and the steering must be repaired.
You should check the performance of external lighting systems: headlights (dipped, main and side light, as well as alarms), direction indicators, side repeaters, brake lights, tail lights and license plate lights, reversing lights. If at least one light bulb does not burn, you will not pass the inspection. The headlight beam must be properly adjusted (they should not blind oncoming drivers), it is better to do this at a special stand at the service station. The sound signal must also be correct.
The windshield wiper and washer should work, and the brushes («wipers») - clean the area allotted to them by at least 90%. GOST also does not allow the presence of cracks on the windshield in the area of \u200b\u200bthe wiper blades.
The tires of the car should not have wear more than the allowable (tread groove depth not less than 1.6 mm). The tread should not have one-sided wear, and the sidewalls should not have damage («hernia»). It is not allowed to pass inspection on a stand with brake drums with studded tires (also note that tires with «winter» tread pattern reduce braking efficiency on smooth drums). Those who are forced to undergo technical inspection in the winter can be advised for this procedure «change shoes» your car to the universal or «summer» rubber.
The appearance of the body must be neat (those. in addition to the fact that the car must be washed, including the engine, it must not yet have noticeable damage to the paintwork on the body, doors and wheel rims). Repair damage and corrosion as necessary. If necessary, carry out repair painting of the body or individual parts. State license plates must also be in a tidy condition - not rusty or wrinkled. They can be tinted, but carefully so that you can easily read the number.
The body must have mudguards provided for by the package, serviceable handles and door locks; the darkening of the glasses should not be more than normal. It is allowed to reduce the light transmission of tinted glasses by no more than 25%, and when using a dimming film - no more than 30% (note that normal clear glass has a light transmission of about 97%).
In the passenger compartment, the seat belt buckles and the seat adjustment mechanism must be in good working order.
Careful day-to-day vehicle operation and regular repairs and maintenance can significantly reduce the cost of preparation for inspection, as all major systems will be in better order and adjusted in advance.
